JAKARTA - The director of PT Surya Kusuma Nusantara, Sri Rejeki, revealed that the costs for evaluator or examiner licences in occupational safety and health (K3) certification services at the Ministry of Manpower (Kemenaker) vary in amount.

Sri, who leads a certification and training company related to K3, spoke in response to questions from the Public Prosecutor (JPU) when appearing as a witness in the trial of the case ensnaring former Deputy Minister of Manpower Immanuel Ebenezer alias Noel along with several other defendants at the Corruption Court (Tipikor), on Monday (6/4/2026).

“For the operator level, as far as I remember, the cost is around Rp 300,000. Then up to the expert level, it ranges from Rp 500,000 to Rp 750,000. The difference is for welders, the cost is around Rp 1 million,” Sri stated in court.

Before the panel of judges, Sri mentioned that these amounts were handed over according to instructions from defendant Irvian Bobby Mahendro, who served as Coordinator for Institutional and Personnel K3 from 2022 to 2025.

Payments were made via transfer, but not from the company account, rather through personal accounts. In addition, Sri had also conducted non-technical transactions directly through intermediaries in Semarang Regency.

“Rp 200 million. Mr Bobby called me to inform that someone would come to collect it. Then that person contacted me via WhatsApp, and I asked them to come to our office,” she explained.

The defendants Noel, together with Fahrurozi, Hery Sutanto, Subhan, Gerry Aditya Herwanto Putra, Irvian Bobby Mahendro, Sekarsari Kartika Putri, Anitasari Kusumawati, Supriadi, Miki Mahfud, and Temurila.

Are alleged to have coerced certification and K3 licence applicants to give money totalling Rp 6,522,360,000 or at least around that amount.

The prosecutors outlined that this extortion practice is suspected to have occurred since 2021 through the modus operandi of increasing K3 certificate issuance fees.

The indictment also mentions that Hery Sutanto asked his subordinates to continue the “tradition” of appreciation or non-technical fees (undertable) in the Directorate General of Occupational Safety and Health Supervision K3 environment.

This tradition consists of levies related to the issuance and renewal of K3 certifications and licences at Kemenaker through PJK3 amounting to Rp 300,000 to Rp 500,000 per certificate.

Prosecutors also stated that Noel is suspected of receiving Rp 3,365,000,000 as well as one Ducati Scrambler motorcycle with licence plate B 4225 SUQ from Kemenaker civil servants and other private parties in this case.

This receipt was not reported to the Corruption Eradication Commission (KPK) within 30 days as stipulated in the Corruption Eradication Law.

For his actions, Noel is charged with violating Article 12 letter e in conjunction with Article 18 of the Corruption Eradication Law in conjunction with Article 20 letter c of the Criminal Code.
