JAKARTA, KOMPAS.com - The flow of funds to former Deputy Minister of Manpower (Wamenaker) Immanuel Ebenezer, alias Noel, is being revealed one by one through testimony from the Coordinator of Institutional and Personnel Affairs for Occupational Safety and Health (K3) at the Ministry of Manpower for 2022-2025, Irvian Bobby Mahendro. Both are defendants in the alleged corruption case of extortion in the management of K3 certificates. However, Bobby has volunteered to become a witness to clarify the case that ensnared him. Bobby admitted that the money was requested by Noel himself, either directly or through others. Bobby stated that two months after Noel was inaugurated as Deputy Minister, Noel once requested Rp 1 billion for his operations. This request was made around December 2024. “There was a request for money for the needs of defendant Immanuel Ebenezer Gerungan amounting to Rp 500 million twice, totalling Rp 1 billion,” said the Public Prosecutor (JPU), reading the Examination Report (BAP), during the trial at the Jakarta Corruption Court, on Monday (20/4/2026). To fulfil Noel’s request, Bobby contacted two of his sub-coordinators, Supriyadi and Sekarsari. They took the money from a collection of non-technical funds that were billed to private parties, namely Occupational Safety and Health Service Companies (PJK3). The handover of the money was also carried out through David, not directly to Noel. “At that time, the person in question, David, told me that it was indeed for the operational needs of the Deputy Minister,” said Bobby.
