Noel Denies Ever Asking Kemnaker 'Sultan' 'What Motorbike Suits Me'

Noel made this statement during his examination as the defendant in the extortion case involving the management of K3 certificates at the Jakarta Corruption Court on Thursday (7/5/2026). Initially, Noel explained the origins of receiving the Ducati Scrambler motorbike.

“So, what is the history of that Ducati motorbike?” asked the prosecutor.

“Well, at that time there was a discussion, he said ‘Mr Deputy Minister, Mr Deputy Minister likes motorbikes, right?’ I said ‘No, I don’t like motorbikes’. ‘Well, there are lots of kids in the community who do’. I said I don’t like motorbikes. Then a few weeks later, his friend kept teasing me, Bobby’s friend who is really into the motorbike community. ‘Sir, just try it first, if you like it, keep it; if not, return it’, like that,” Noel replied.

“In the end, I said a few weeks later I called ‘Bob, are you really giving me your motorbike?’ ‘Yes, Sir, just send the address’. I sent my address. But it turned out not to suit me because why? The motorbike is big, I fell off it,” Noel added.

In that conversation, Noel admitted he did not mention any motorbike brand because he did not understand motorbikes. Noel said Bobby took the initiative to give the Ducati.

“At that time, when discussing the motorbike, was the initiative to request the motorbike from you or the intention to give it from Bobby?” asked the prosecutor.

“Bobby. Bobby gave it,” Noel answered.

Noel said the Ducati was indeed delivered to his home address. He said Bobby also once asked for his personal data to handle the vehicle documents for the Ducati.

“And it’s already at your house, right?” asked the prosecutor.

“Yes, because when I talked about it, I was also surprised because the motorbike had no documents,” Noel said.

“I said how can I ride it fast, the person has no documents. ‘Okay, Sir, I’ll make the documents, that’s safe’. He asked for my data, I said I don’t want to, I said I didn’t give it until now, because I really wasn’t comfortable with that motorbike, it’s big,” Noel added.

Noel said the Ducati was a used or second-hand motorbike. Noel denied ever asking Bobby ‘what motorbike suits me’.

“Did you ever ask Bobby, what motorbike suits me?” asked the prosecutor.

“Never,” Noel answered.

“I’ll repeat, did you ever ask Bobby, and before asking, you knew that Bobby likes motorbikes. My question is, did you ever ask what kind of motorbike suits me?” asked the prosecutor.

“Never,” Noel answered.

In this trial, Noel also referred to Bobby as a top spender or the highest buyer at Mal Senayan City. He explained the reason for calling Bobby the ‘sultan’ of Kemnaker.

“Why did you call him Sultan?” asked the prosecutor.

“Because that’s the language used in Kemnaker about Bobby’s lifestyle. He likes using luxury cars, has three wives, then with his life, and recently we found out he is the top, top spender, the highest shopper at the best mall in Jakarta, which is Senayan City,” Noel replied.

Noel’s Indictment

The KPK prosecutors charged Noel with extortion in the management of K3 certification along with several Kemnaker civil servants. The prosecutors stated that Noel demanded a share of Rp 3 billion.

The prosecutors stated that the act was carried out by Noel together with the other defendants, namely Fahrurozi, Hery Sutanto, Subhan, Gerry Aditya Herwanto Putra, Irvian Bobby Mahendro, Sekarsari Kartika Putri, Anitasari Kusumawati, Supriadi, Miki Mahfud, and Termurila. The trial was held in separate files at the Central Jakarta Corruption Court on Monday (19/1).

“It has acted against the law or abused his authority related to the Issuance and Renewal of Individual Occupational Safety and Health (K3) Certification/Licence for certification/licence applicants,” reads Noel’s indictment.

In the indictment, the prosecutors said the defendants forced the K3 certification and licence applicants to give a total of Rp 6,522,360,000 (Rp 6.5 billion). This case occurred since 2021 or before Noel served as Deputy Minister of Manpower.

In short, the extortion was carried out. Noel is also charged with receiving gratuities amounting to Rp 3.3 billion and one unit of blue Ducati Scrambler motorbike. The prosecutors said the gratuities were received by Noel from private parties and his subordinates at Kemnaker.

“That the Defendant Immanuel Ebenezer Gerungan from October 2024 to August 2025, either directly or indirectly, has received money totalling Rp 3,365,000,000 and one unit of Ducati Scrambler motorbike with licence plate B-4225-SUQ from Kemnaker civil servants and other private parties,” said the prosecutor.
