No Response, Residents Redraw "Zebra Crossing" in Tebet
Jakarta (ANTARA) - Residents have redrawn the pedestrian crossing (zebra crossing) in the Tebet area of South Jakarta after reports of the facility’s disappearance received no response on the JAKI app for more than a year.
“Residents have reported it via JAKI and to the sub-district office since a year ago, but it was ignored. Only when residents act and it goes viral do they talk about regulations. Don’t ‘wake up’ just because it’s viral,” said volunteer Rafli Zulkarnaen, or Ijoel, when contacted in Jakarta on Monday.
He said that initially, road resurfacing was being carried out in the area near GPIB Bukit Moria Tebet as part of road improvement efforts in 2025.
After the resurfacing is completed, it is hoped that the zebra crossing will be remade as road marking, especially considering the location is near a Transjakarta bus stop, church, school, and the Tebet Sub-district Office.
However, the road marking was not made, so residents submitted their complaints through various official channels, including JAKI, since 2025, but there was no response or follow-up at all.
“The resurfacing was only on the front side of the church, and after that, the road marking or zebra crossing disappeared completely, not reinstalled for over a year,” said Ijoel.
He assessed that the absence of the zebra crossing raises questions about the continuation of road facility arrangements after physical repairs are completed.
Ijoel views that road infrastructure improvements should be followed by comprehensive restoration of supporting facilities so that the road’s function remains optimal and safe for all users.
“We as residents don’t care which department’s responsibility it is; the important thing is that the facilities we need are there and safe. Especially there, it’s a blind spot at the bend, very dangerous if there’s no marker for pedestrians,” said Ijoel.
Furthermore, he said that the slow response to residents’ reports also shows the need for improvements in the public complaint handling system, particularly regarding road safety facilities.
Therefore, he collaborated with a content creator who is also an artist to redraw the zebra crossing with Pac-Man game characters. The action was then shared via Instagram @ijoeel.
Nevertheless, the DKI Jakarta Public Works Department stated that the making of road markings, including zebra crossings, must refer to applicable laws and regulations as well as technical standards.
“This is important to ensure the safety aspect for all road users, both pedestrians and motor vehicle drivers, and to prevent potential distractions that could disrupt driving concentration,” said Head of Public Relations for the DKI Jakarta Public Works Department, Siti Dinarwenny.
She explained that the absence of the zebra crossing at that location occurred due to periodic road maintenance activities and the construction/improvement of sidewalks at the end of 2025, so the existing zebra crossing marking was covered by the new asphalt layer.
The reinstallation of road markings, said Siti, cannot be done immediately after resurfacing because thermoplastic marking material requires road surface conditions that have gone through an optimal drying period so that it can adhere well and have maximum durability.
As follow-up, the DKI Jakarta Public Works Department has designated that location as a priority in the 2026 road marking maintenance plan, including rebuilding the zebra crossing facility in the near future.
