Jakarta, CNBC Indonesia - The National Civil Service Agency (BKN) has emphasised that the government has no plans to change the civil servant (ASN) status for positions of government employees with work agreements (PPPK).

This statement follows the circulation of information on social media platform Facebook, in the form of an image purportedly from BKN Deputy Head Suharmen, titled “PPPK Not Losing Status, New One Awaits”.

The Head of the Bureau of Law and Public Communication, Wisudo Putro Nugroho, also confirmed that the circulating information is a hoax and untrue. He further stated that BKN has never issued any statement regarding a new status for PPPK.

“In accordance with Law Number 20 of 2023 on Civil Servants (ASN), the types of ASN consist only of Civil Servants (PNS) and PPPK. There are no other status schemes besides these two,” Wisudo said in a written statement on the BKN website on Monday (30/3/2026).

Wisudo added that the government has never tampered with the mechanisms for termination and extension of PPPK contracts in respective government agencies.

“That is entirely the authority of the Personnel Development Officials (PPK) in each agency,” he explained.

For information, the issue of changing ASN status has actually been around for a long time, especially since the beginning of this year.

Cited from an article titled “Discourse on Changing PPPK Status to PNS” on the website perpustakaan.dpr.go.id, the polemic on status changes emerged alongside the process of revising Law Number 20 of 2023 on Civil Servants (ASN). The revision of the ASN Law has entered the 2025 Priority National Legislation Programme (Prolegnas).

Deputy Chair of Commission II of the Indonesian House of Representatives (DPR RI), Zulfikar Arse Sadikin, explained that by regulation, PPPK cannot automatically become PNS. However, the regulations still allow PPPK to participate in selections to become PNS.

According to him, the PPPK concept is used to provide status improvements and welfare for honorary workers. He also emphasised that the revision of the ASN Law is no longer in the 2026 Prolegnas.

“In the 2026 Prolegnas, Commission II of the DPR is tasked with preparing amendments to the Election Law. No longer preparing the ASN Law,” Zulfikar stressed, as contained in the article on perpustakaan.dpr.go.id.
