No more student scholarships?

In this period of reform many college students are deprived of the opportunity to further their studies because of high tuition fees. Meanwhile, there are a dearth of government-sponsored scholarships for students with high achievements.
In the past, there was the Super Semar scholarship foundation, a semi-government institution providing scholarships to model students. Since the end of the New Order, this foundation has no longer been functional.
Regardless of the arguments for and against the New Order regime, the Super Semar foundation set up by former president Soeharto was undoubtedly beneficial to students in this country, at least for those with exemplary records.
The government seems allergic to the past -- it is unable to learn from the good things created then, while what is bad continues to be practiced today.
It would not be difficult for the government to create such a scholarship scheme, which would greatly enhance the quality of human resources in this country.
The question is whether the government has the intention and the willingness to do so.
