Nine Provinces Extend STNK Renewal Without Requiring the Original ID Card of the Previous Owner Until May 2026

Good news for owners of used vehicles who have not yet transferred ownership. As of mid-May 2026, nine provinces in Indonesia are providing facilities for residents to renew their STNK without having to provide the original ID card of the previous owner.

This convenience is generally provided through a series of vehicle tax amnesty programmes and exemptions from the Motor Vehicle Name Transfer Fee (BBNKB II). With this policy, people who buy second-hand vehicles no longer need to bother finding the previous owner just to borrow their ID when paying annual or five-year taxes.

Based on the latest data as of 15 May 2026, the following regions facilitate the processing of vehicle documents without the ID card of the previous owner through free name transfer or amnesty:

It is important to understand that the main way to “eliminate” the obligation to provide the ID card of the previous owner is by carrying out the Name Transfer (BBNKB II) process. Currently, many provinces are waiving the principal fee for this transfer.

By carrying out the name transfer, the identity of the vehicle in the STNK and Vehicle Registration Certificate (BPKB) will change to the name of the new owner (buyer). After this process is completed, for tax payments in subsequent years, the owner only needs to use their own ID card.
