Nine Civil Servants Caught Absent from Office Despite Diligent Attendance Logs, Arrested by Police

Nine individuals have been named as suspects in an alleged case of misusing the electronic attendance system for civil servants (ASN) within the Brebes Regency Government. Brebes Police Chief Lilik Ardhiansyah explained that the case stemmed from a report by the Brebes Regency Personnel and Human Resources Development Agency (BKPSDMD) regarding suspected illegal online attendance detected between 29 and 30 April 2026. Based on an investigation by the Brebes Police Criminal Investigation Unit, it was discovered that there had been an alleged diversion of coordinate points in the Brebes Regency Government’s electronic attendance system. This method allegedly allowed several civil servants to clock in online despite not being at the location specified in the system. Following these findings, the BKPSDMD reported the suspected criminal act to the Brebes Police for legal proceedings. Citing the official website of the National Police Public Relations Division, investigators have named nine suspects, identified by the initials AH (41), DB (38), FFR (40), RTH (39), NK (41), AM (35), SEP (35), SDK (33), and LS (38). Suspect AH is alleged to have created an illegal application called ‘Person’, which was used to breach the Brebes Regency Government’s attendance application system. The other suspects allegedly played different roles, ranging from helping to create accounts to hold proceeds from the application’s sales, marketing the application through WhatsApp groups, to distributing and using the application. The ‘Person’ application was allegedly designed to manipulate the electronic attendance system by altering the user’s location coordinate points. The application was then distributed to a number of civil servants in Brebes Regency. Based on the evidence obtained, investigators elevated the case status to the investigation stage and named nine suspects who are now detained at the Brebes Detention Centre (Rutan). In uncovering the case, police also seized a number of pieces of evidence, including a recapitulation of civil servant attendance data indicated to have been manipulated, a laptop unit, several mobile phones suspected of being used in the criminal act, and bank account statement documents from several accounts suspected of being linked to the illegal application’s sales transactions. The nine suspects named in the case are civil servants within the Brebes Regency Government assigned to different schools. All suspects have been detained at the Class IIB Brebes Detention Centre since 27 June 2026. For their actions, the suspects are charged under Article 333 letter h in conjunction with Article 20 letter c of Law Number 1 of 2023 concerning the Criminal Code (KUHP) regarding the dissemination, trade, or utilisation of access codes or information that can be used to breach computers or electronic systems used or protected by the government. The suspects face a maximum prison sentence of seven years.
