NIK and Digital ID Become Foundation of Government Digital Transformation
The Ministry of Home Affairs’ Directorate General of Population and Civil Registration (Ditjen Dukcapil) has stated that the National Identity Number (NIK) and Digital Population Identity (IKD) are no longer merely identity markers but have become the primary foundation of Digital Public Infrastructure (DPI). The statement was made during the Dukcapil National Coordination Meeting (Rakornas) held at the Birawa Assembly Hall, Menara Bidakara 2, South Jakarta, on Monday (3/8/2026).
Director General of Dukcapil, Teguh Setyabudi, said the Rakornas serves as a strategic forum to align the steps of central and regional governments in facing the expanding agenda of government digital transformation. The event carried the theme “NIK and IKD as the Foundation of Digital Public Infrastructure in Supporting Government Digital Transformation.”
Teguh outlined five main substances that were the focus of this year’s Rakornas. First, the implementation of Digital Public Infrastructure and GovTech, including strengthening the strategic role of regional Dukcapil offices. Second, the identification of various regional issues and aspirations as material for drafting the Population Administration Bill. Third, the synchronisation of Dukcapil Service Quality Indicator targets with local government performance agreements. Fourth, strengthening governance through the improvement of information technology infrastructure, data communication networks, information system security, institutional frameworks, and human resource development. Fifth, expanding the utilisation of population data to support cross-sectoral public services in the regions.
The event was attended offline by 700 participants, comprising representatives from ministries and agencies, officials from the Ministry of Home Affairs, and 552 heads of provincial and district/city Dukcapil offices across Indonesia. All regional Dukcapil apparatus also participated online. In his closing remarks, Teguh expressed hope that the Rakornas would produce concrete steps to further strengthen the position of NIK and IKD as the foundation of government digital transformation, while expanding the use of population data to support more integrated, fast, and targeted public services.
