The Jakarta Provincial Government has issued a Circular Letter (SE) concerning restrictions on nightlife activities during the Holy Month of Ramadan 1447 H/2026.

The regulation is set out in Circular Letter Number e-0001 of 2026 on the Operation of Tourism Businesses, issued by the Tourism and Creative Economy Agency (Disparekraf).

Disparekraf Head Andika Pertama said the restrictions would take effect from one day before Ramadan through to one day after the second day of Eid al-Fitr.

Six categories of tourism businesses are required to close entirely during Ramadan: nightclubs, discotheques, steam baths, massage parlours, manual, mechanical and/or electronic amusement arcades for adults, and bars/drinking establishments.

“All other tourism business activities that serve as support operations for the specified tourism businesses and are integrated within the same premises must also close,” he said in a written statement on Wednesday (18 February).

He explained that an exception applies where such businesses operate within four-star and five-star hotels. However, operating hours for tourism businesses at these venues remain subject to restrictions.

The permitted operating hours are as follows:

  • Nightclubs: 20:30–01:30 WIB
  • Discotheques: 20:30–01:30 WIB
  • Steam baths: 11:00–23:00 WIB
  • Massage parlours: 11:00–23:00 WIB
  • Manual, mechanical and/or electronic amusement arcades for adults: 11:00–00:00 WIB
  • Bars/drinking establishments: 11:00–01:00 WIB
  • Bars/drinking establishments operating as support facilities for specified tourism businesses: must follow the operating hours of the primary business.

Meanwhile, executive karaoke venues are permitted to operate from 20:30 to 01:30 WIB, whilst family karaoke venues may operate from 14:00 to 02:00 WIB.

Standalone billiard halls may operate from 10:00 to 00:00 WIB, whilst billiard facilities located within executive karaoke venues must follow the applicable operating hours of those establishments.

Although permitted to operate, all such businesses are required to close entirely on certain dates during Ramadan. These include one day before Ramadan, the first day of Ramadan, Nuzulul Quran eve, one day before Eid al-Fitr (takbiran night), the first and second days of Eid al-Fitr, and one day after Eid al-Fitr.

He added that business operators are also required to respect and maintain a conducive atmosphere during Ramadan and Eid al-Fitr, and must ensure all employees and encourage visitors to dress modestly.

“Violations of these provisions shall be subject to sanctions in accordance with prevailing laws and regulations,” he concluded.
