The Ministry of Investment and Downstreaming/Capital Investment Coordinating Board (BKPM) believes that national investment realisation has the potential to increase significantly with the acceleration of the issuance of Business Identification Numbers (NIB).

This optimism is supported by adjustments to Government Regulation No. 28 of 2025 and the optimisation of the Online Single Submission (OSS) system, which is designed to reduce administrative barriers and speed up the licensing process.

Analytically, the acceleration of NIB issuance serves as the main gateway for formal business activities. When the legalisation process becomes faster, more transparent, and more integrated, business transaction costs can be reduced, thereby increasing investment attractiveness, especially for the downstream sector and high-value industries.

In the midst of global competition to attract capital, digital-based licensing reform is a key factor.

The consistency of regulatory implementation and policy stability will determine how much the acceleration of OSS can be transformed into real investment that has an impact on job creation and sustainable economic growth.

Deputy Minister of Investment and Downstreaming/Deputy Head of BKPM, Todotua Pasaribu, said that the acceleration of licensing services is a key factor in encouraging the growth of the number of business actors as well as investment realisation.

“Licensing services are one of the things that also contribute greatly to investment realisation itself. Because in addition to the construction process, land, and the business itself, this licensing is the most fundamental thing,” said Todotua, met after the socialisation of the revision of PP 28/2025 in Jakarta, Thursday (26/2).

According to him, the number of business actors registered through the Business Identification Number (NIB) has now reached around 15.4 million. With the OSS system being further improved, the growth of new business actors is expected to increase and have a direct impact on increased investment.

He emphasised that the indicators of the effectiveness of this policy will be reflected in two main things, namely the growth in the number of business actors and the increase in investment realisation. The government is targeting investment realisation in the next five years to reach around IDR 13,000 trillion.

One of the breakthroughs in the improvement of PP 28/2025 is the ease for micro-enterprises in issuing NIB. Previously, he said, micro-enterprises were required to go through the process of clarification of the Land Use Suitability Approval (PKKPR) or location permits, which often took a long time.

Now, after consolidation with technical ministries, micro-enterprises can independently declare location permits on OSS while still including the business location.

According to him, with this mechanism, the NIB can be issued more quickly.

In addition, BKPM also strengthens the implementation of service level agreements (SLAs) with technical ministries and implements the principle of positive fiction.

In this scheme, permits can be issued within the agreed time limit, while technical requirements are still met through a post-audit mechanism.
