Sleman Regent Harda Kiswaya has announced the cancellation of the relocation of Nglarang State Primary School (SDN Nglarang) located in Tlogoadi Village, Mlati District, which has been affected by the Yogyakarta-Solo toll road project. The decision follows difficulties in securing replacement land and budget constraints.

Harda explained the cancellation decision after consulting with village officials and relevant departments regarding the ongoing challenges in acquiring replacement land. He emphasised that students need certainty to continue their education comfortably.

“I ask the village officials to understand the situation. Alhamdulillah they did. So we have agreed that the primary school will not be relocated,” Harda said when contacted by journalists on Thursday (12 March 2026).

In addition to the complications surrounding land location, the allocated budget of Rp 3.1 billion has proven insufficient for reconstruction. Harda stated that the available funds are inadequate to cover both land acquisition and building construction.

“This decision is based on current conditions. The replacement land has proven problematic and the budget of Rp 3.1 billion is insufficient for both land and building costs,” he explained.

Despite the cancellation of relocation, Harda confirmed that the school building will still be reconstructed, as some classrooms have been damaged by the toll road project and the structure is ageing considerably, having been originally built as an Emergency School building.

“We will hold meetings soon to determine the remaining land area. Then the site plan will be discussed. This is a school building from the Emergency School era. It’s very old,” he said.

Harda added that the timing of demolition and reconstruction will be discussed further. Whilst awaiting the new school construction, the toll road contractor will build a temporary school facility to accommodate learning activities.

“We are waiting for this process. There was also discussion about the learning process. For the time being, the toll road company (Jasa Marga) will handle construction of a temporary school,” he concluded.

Nglarang State Primary School has been caught in limbo due to its impact from the national strategic project of the Yogyakarta-Solo Toll Road Package 2.2. Student learning activities have been disrupted by dust, noise, and vibrations from heavy equipment operating just metres away from classrooms.

Relocation efforts have been hampered by the status of the replacement land, which is classified as Village Treasury Land (Tanah Kas Desa) and designated as Protected Agricultural Land (Lahan Sawah Dilindungi) or Sustainable Food Agricultural Land (Lahan Pertanian Pangan Berkelanjutan). Previously, Nglarang State Primary School was reported to be relocated to village treasury land not far from the current building location.

This information was conveyed by the Sleman Regional Secretariat Assistant for Government and Public Welfare, Agung Armawanta. Agung explained that the chosen location would remain in the same hamlet.

“The land is Village Treasury Land. It covers approximately 4,000 square metres. It’s sufficiently large,” Agung said when contacted by journalists on Wednesday (7 January).

This agreement was reached following lengthy discussions regarding the status of the replacement land. Agung disclosed that a recommendation from the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN) requested that alternative replacement land be sought outside of Protected Agricultural Land (Lahan Sawah Dilindungi) or Sustainable Food Agricultural Land (Lahan Pertanian Pangan Berkelanjutan) classifications.
