New Toll Road Minimum Service Standards Regulation in the Pipeline, Here's a Preview

The Ministry of Public Works is targeting the Ministerial Regulation on Toll Road Minimum Service Standards to be finalised and enacted by October 2026 at the latest. The drafting of the policy is currently awaiting approval regarding the Non-Tax State Revenue scheme from the Ministry of Finance.

Director General of Highways at the Ministry of Public Works, Roy Rozali Anwar, stated that the draft of the 2026 Toll Road SPM Ministerial Regulation has actually entered the finalisation stage. However, one step remains: obtaining principle approval from the Ministry of Finance, as the regulation contains administrative sanctions in the form of fines classified as Non-Tax State Revenue.

Roy explained that in the finalisation stage, the government must ensure the basis for imposing these administrative sanctions does not conflict with state revenue rules. The Ministry of Public Works has therefore submitted a principle permit application to the Ministry of Finance since early June.

Once the review at the Ministry of Finance is complete, discussions will resume with the Ministry of Law for final harmonisation before the regulation is officially enacted. The Ministry of Public Works is targeting the third week of October 2026 as the deadline for issuing the regulation, provided the Non-Tax State Revenue approval from the Ministry of Finance is granted soon.

The target for issuing this regulation also drew attention from House of Representatives Commission V. Commission V Chairman Lasarus requested that the drafting be accelerated, considering the regulation is deemed important for strengthening oversight of toll road services.
