New Scheme Coming, Health Minister Speaks Out on BPJS Kesehatan Tariffs

Jakarta, CNBC Indonesia - The government has stated that it has no plans to raise BPJS Kesehatan contribution tariffs in 2027. This assurance was conveyed by Health Minister Budi Gunadi Sadikin amid preparations for the implementation of the new Standard Inpatient Class (KRIS) scheme.

Budi said BPJS Kesehatan participants need not worry about any increase in contributions. The government also assured that it would provide support if BPJS Kesehatan’s financial condition experienced a deficit.

“There are no plans yet to raise BPJS tariffs. And friends need not worry,” he said recently.

“If BPJS is in deficit, the central government will definitely provide support,” the Health Minister emphasised.

The government is indeed planning a new BPJS Kesehatan contribution scheme through the Standard Inpatient Class (KRIS) system.

The Health Minister previously explained that KRIS is designed with a fixed cost structure so that it does not burden participants.

“BPJS KRIS should be implemented starting this year, but gradually over two years,” Budi said in his statement some time ago.

“The tariff has not been determined yet, but there should be no change because it is designed at the same price,” he added.

Accordingly, the BPJS Kesehatan contribution scheme is set as follows:

Contribution Assistance Recipient (PBI) participants for Health Insurance whose contributions are paid directly by the Government.

Contributions for Wage-Earning Worker (PPU) participants who work in Government Institutions consist of Civil Servants, TNI members, Polri members, state officials, and non-civil servant government employees at 5% of monthly Salary or Wages with the provision: 4% paid by the employer and 1% paid by the participant.

Contributions for PPU participants who work in BUMN, BUMD and Private sector at 5% of monthly Salary or Wages with the provision: 4% paid by the Employer and 1% paid by the Participant.

Contributions for additional PPU family members consisting of the fourth child and onwards, father, mother and in-laws, the contribution amount is 1% of salary or wages per person per month, paid by the wage-earning worker.

Contributions for other relatives of PPU such as siblings/brothers- or sisters-in-law, domestic helpers, and others, non-wage-earning worker participants (PBPU) as well as non-worker participants have their own calculations, with the following details:

  1. Rp42,000 per person per month with service benefits in Class III treatment rooms.

Specifically for Class III, from July to December 2020, participants paid contributions of Rp25,500. The remaining Rp16,500 was paid by the government as contribution assistance.

As of 1 January 2021, Class III participant contributions are Rp35,000, while the government continues to provide contribution assistance of Rp7,000.

  1. Rp100,000 per person per month with service benefits in Class II treatment rooms.

  2. Rp150,000 per person per month with service benefits in Class I treatment rooms.

Health Insurance contributions for Veterans, Independence Pioneers, and widows, widowers, or orphans of Veterans or Independence Pioneers, are set at 5% of 45% of the basic salary of a Civil Servant group III/a with 14 years of service per month, paid by the Government.
