New Rule: Importers Must Upload Documents to CEISA 4.0 Upon PIB Submission

The Directorate General of Customs and Excise (DJBC) is preparing a change to the import service mechanism that will require importers to submit supplementary customs documents digitally from the initial submission of the Import Declaration (PIB). This policy will be implemented through the CEISA 4.0 system as part of the digital transformation of customs services and follows the planned revision of Minister of Finance Regulation Number 190/PMK.04/2022. Unlike the current mechanism, supplementary customs documents will no longer be submitted after the inspection channel is determined or when requested by officers. All documents must be uploaded simultaneously with the PIB submission. In the initial phase of implementation, three documents will be mandatory for importers: the Invoice, Packing List, and Bill of Lading (BL). The Head of the Tanjung Priok Type A Customs and Excise Supervision Office, Adhang Noegroho Adhi, stated that the policy is part of efforts to improve service quality for service users. According to Customs, the complete submission of documents from the outset will make the document review process more objective and accelerate the import service process. Through the implementation of CEISA 4.0, the government is targeting increased efficiency in customs value research, optimisation of the Trade AI system, faster licensing bureaucracy, and reduced risk of physical document loss. To support the implementation of this policy, Tanjung Priok Customs held a socialisation event for more than 1,600 service users, comprising importers and Customs Service Management Companies (PPJK). Going forward, the digital service being implemented at Tanjung Priok Port is planned to become a model for national application to enhance transparency, compliance, and efficiency in Indonesia’s import services.
