New Regulation Issued: Maximum 50 Litres per Day for Subsidised Fuel Purchases
JAKARTA - The Oil and Gas Downstream Regulatory Agency (BPH Migas) has issued a regulation limiting the purchase of subsidised fuel, effective from 1 April 2026.
The regulation is contained in the Head of BPH Migas Decision Number 024/KOM/BPH.DBBM/2026, signed by BPH Migas Head Wahyudi Anas on 30 March 2026.
This policy results from a Limited Cabinet Meeting on 28 March 2026. The government is preparing anticipatory measures against energy crisis risks amid conflicts in the Middle East.
The government assesses that energy efficiency needs to be strengthened. Fuel purchase restrictions are seen as one control instrument.
“Based on considerations, it is necessary to establish the Head of BPH Migas Decision on the Control of Distribution of Certain Types of Fuel, namely Solar Oil (Gasoil) and Special Assignment Fuel Type RON 90 Petrol (Gasoline) by assigned business entities for motor vehicle transportation for passenger and/or goods transport,” states the decision.
Four-wheeled public vehicles receive a quota of up to 80 litres per day. Six-wheeled or more vehicles are limited to a maximum of 200 litres per day.
Public service vehicles such as ambulances, hearses, fire trucks, and garbage trucks are limited to a maximum of 50 litres per day.
Restrictions also apply to Pertalite. Private and public four-wheeled vehicles are limited to a maximum of 50 litres per day per vehicle.
Public service vehicles receive the same limit, namely a maximum of 50 litres per day.
This regulation also mandates recording vehicle registration numbers for every Solar and Pertalite purchase transaction. Assigned business entities must submit periodic reports every three months or as needed.
Distribution exceeding the limit will not receive subsidies. Excess volume will be calculated as non-subsidised fuel.
“This decision takes effect on 1 April 2026,” states the regulation.
“In connection with the programme for adjusting reasonable fuel purchases, the government will decide that later. We as implementers assisting the government will wait for all commands,” he said when met at the BPH Migas Office, Jakarta, on Tuesday (31/3/2026).
“(Currently) there are no restrictions or adjustments. So be patient because everything will be measured and determined by the government,” added Wahyudi Anas.
