New Phase in No-Stop Toll Transactions as MLFF Trials Resume
JAKARTA — The government is continuing with the implementation of the Multi Lane Free Flow (MLFF) system for uninterrupted toll payments. Despite facing several challenges, the project has entered a new phase comprising a series of tests before a broader implementation decision is made. Minister of Public Works (PU) Dody Hanggodo said the MLFF development process is still underway while addressing a number of issues that have arisen in its deployment. He explained that these various challenges must be resolved collectively by the relevant parties. The government will also conduct further tests before determining the next steps. “There will be tests and all that; subsequent tests, and all that; perhaps two to three times if I’m not mistaken, before we decide what to do,” Dody said. Head of the Toll Road Regulatory Agency (BPJT), Wilan Oktavian, said MLFF will be tested again. “We will conduct another trial of this MLFF system, and at present we have agreed with Roatex to divide its framework into a pre-trial, trial, and evaluation,” Wilan said. “Currently we are in the pre-trial stage and, thankfully, from Tuesday (3 March 2026) until today we have carried out what is called a functional test,” he said. According to Wilan, the tests are not to determine whether the system can function, but to ensure that all test scenarios can be carried out. “Now, 64 scenarios have been tested and the results show they can be carried out and assessed. There will be a Stage 2 and Stage 3 functional tests, and once all agreed scenarios have been conducted, we will move to the trial stage,” Wilan said. Regarding where MLFF trials will be implemented, Wilan said it would be rolled out gradually in various provinces. “In each province, it will be phased. For those directions already issued by the Minister, we will modify; but for those being built, we will design from scratch,” he added.
