New Phase in Hotel Sultan Execution Process
The Hotel Sultan land execution process has entered a new phase. The Central Jakarta District Court (PN Jakpus) has conducted a land verification (constatering) of the disputed Hotel Sultan property.
Constatering is a verification activity involving the matching of the execution object to ensure that the boundaries and area of the land or building to be executed correspond to the disputed object specified in the court’s decision.
“We will conduct a field inspection of the former land rights certificate (SHGB) 26 and former SHGB 27,” said the registrar of PN Jakpus, Ahyar Parmika, during the constatering at Hotel Sultan on Monday, 16 March 2026.
The head of the Land Survey and Measurement section at the Land Agency (BPN) Jakarta Pusat, Faorizal, stated that nine points were measured during this constatering. The measurements were conducted on the former land rights certificates 26 and 27.
“Land measurement verification has been carried out against coordinate points through constatering, whereby nine point measurements were verified,” said Faorizal.
The BPN measured former land rights certificate 27 with a measured area of 83,666 square metres. For the constatering of the former land rights certificate 26, two points were taken and confirmed to match.
“The first point for HGB 26 is: X 234209.5808, Y: 812688.5691. The second point: X 234210.1714, Y: 812351.0001,” he stated.
“For the two points, former land rights certificate 26 was measured at 53,709 square metres. Thank you. The total area of the two former HGB 26 and 27 is 137,375 square metres, or approximately 13.7 hectares. The measurements match,” he added.
Ahyar continued that his office has received the results of the measurement map which will be supplemented with measurements from the Land Agency Jakarta Pusat.
“This will be handed over to us, as the BPN measurements are part of the official report of the constatering implementation,” said Ahyar.
PPKGBK Appreciates PN Jakpus
The legal representative of the Gelora Bung Karno Complex Management Centre (PPKGBK), Chandra Hamzah, expressed appreciation to PN Jakpus for conducting the Hotel Sultan land constatering. He stated that the constatering had been carried out in accordance with the directive of the head of PN Jakpus.
“And we express appreciation on behalf of the State Secretariat Ministry and PPKGBK to the head of Jakarta Pusat District Court for issuing a directive to conduct constatering as part of the execution process,” said Chandra during the Hotel Sultan constatering.
He hopes the Hotel Sultan land dispute, which has been ongoing for a long time, will be resolved soon. He is confident that the measurement process and results will progress quickly.
Chandra noted that in the land dispute there are still legal challenges. However, he stated that the PN Jakpus decision is final and immediately executable.
“Yes, there are four legal challenges recorded at the Central Jakarta District Court. Some are from apartment residents and various others. However, the PN Jakarta Pusat decision is final and immediately executable,” he explained.
“So it can be implemented even if there are appeals, cassation proceedings, or legal challenges. It can still be implemented,” he added.
Meanwhile, the chief executive of PPKGBK, Rakhmadi Afif Kusumo, stated that the Hotel Sultan land dispute case is final. He noted that his office and the State Secretariat Ministry are working to secure state-owned property.
“From our perspective, we consider this matter final in the sense of state property. This property has become state property,” said Rakhmadi.
“Our commitment, following the direction of the State Secretariat Ministry leadership, is to secure and optimise this state-owned property. Of course, any legal challenges will be addressed by our legal representatives,” he added.
