New ID card price in Jakarta set at Rp 1,000
JAKARTA (JP): The city administration decided not to increase the current price of new identification cards from Rp 1,000 (46 U.S. cents).
A city official, who refused to be named, said yesterday that the decision was made because the city administration did not sign a BOT (build, operate, transfer) deal with PT Solusindo Mitra Sejati, a consultant appointed by the government to process the ID cards nationwide.
"The city administration is buying all the hardware from the company and the city population agency officials will run the system," the official told The Jakarta Post.
The hardware consist of personal computers, data servers, scanners, printers and modems, he said.
"The officials are still being trained to operate the system," he said.
He said that the city will introduce the new cards in February with five subdistricts, Pegangsaan, Kebon Sirih, Gondangdia, Menteng and Cikini in Central Jakarta, as pilot projects.
The deputy chief of district head, Chaeruddin, said yesterday that all of the five subdistrict offices have already been equipped with the hardware.
Chaeruddin said that it will take 16 days to process a new cards, up dramatically from the single day required now.
Controversy
The administration's final decision ends the controversy on the fee of new ID cards.
The controversy started after the Ministry of Home Affairs chose a consultant to process the ID cards nationwide on Feb. 27, 1993 and set the price of ID cards at Rp 3,000.
In an effort to comply with this policy, the city administration proposed changing a provincial decree on population, and increasing the fee up to Rp 3,000. This sparked a public outcry.
Governor Surjadi Soedirdja then guaranteed that Jakartans will not have to pay much for the ID cards, ostensibly to calm the situation and nip further protest in the bud.
The new ID card, which is valid throughout Indonesia, has the identification (ID) number of the holder. Minister of Home Affairs Moch. Yogie S.M. said that the ID number is the key in the administration system of national population.
A Jakarta resident who moves to another city is obliged to apply for a new ID card from the local administration. The new ID card, will have the same number, but the codes for the province will be changed.
The ID number is important because it will be correlated with other important documents such as passport or birth certificate
The ID number consists of 16 digits, with codes for province, regency, district, subdistrict, birth date and registration number. (yns)
