New Food Import Regulations Effective 8 May 2026: Details
The government has issued Trade Ministerial Regulation (Permendag) Number 11 of 2026. The regulation governs the tightening of imports for several food commodities to support self-sufficiency and maintain domestic market balance.
This regulation is the second amendment to Permendag Number 18 of 2025 on policies and regulations for importing agricultural and livestock products. The regulation was promulgated on 24 April 2026 and will take effect on 8 May 2026.
“Permendag Number 11 of 2026 is the second amendment to Permendag Number 18 of 2025, adding several scopes of goods regulated for import. The aim is to perfect import policies, maintain supply and demand balance domestically, protect domestic producers’ prices, and strengthen national food resilience,” said Trade Minister Budi Santoso in Jakarta on Thursday (30/4/2026).
He detailed that the new regulation includes several commodities in the import restriction list. These commodities include feed wheat, soybean meal, mung beans, peanuts, feed rice in the rice group, and pears in the horticulture group.
The strengthening of import governance is also demonstrated through the obligation for importers to obtain Import Approval (PI) from the Ministry of Trade based on technical recommendations from the Ministry of Agriculture before importing goods.
“Importers must first obtain technical recommendations, then apply for Import Approval electronically through the Indonesia National Single Window system before importing,” said Budi.
The policy formulation process involved various stakeholders through inter-ministerial coordination. The preparation was based on the Trade Law as well as Government Regulation Number 29 of 2021, which has been updated through Government Regulation Number 3 of 2026.
“Every policy adjustment proposal, including import restrictions, comes from technical ministries and agencies as well as stakeholders. These proposals are then discussed through inter-ministerial coordination,” he explained.
