New DHE Natural Resources Regulation to be Released Soon, Purbaya Shares Leaks

Jakarta, CNBC Indonesia - Finance Minister Purbaya Yudhi Sadewa has disclosed leaks regarding the new regulation on export proceeds (DHE). As is known, this regulation has yet to be issued. Initially, it was planned to be implemented from 1 January 2026.

Purbaya stated that the DHE natural resources regulation is currently being processed in the State Secretariat’s office. In the regulation, Purbaya said there will be exemptions for certain natural resources.

“It will be checked again if they are still natural resources; as far as I know, there are some that will be exempted, once it’s released,” Purbaya said on Friday (24/4/2026).

Previously, Purbaya mentioned that President Prabowo has already approved the new DHE natural resources regulation. The regulation is just awaiting the promulgation process after final refinements.

“The DHE natural resources is done, it has been approved, but not yet promulgated. There’s a slight revision, but it will definitely happen,” Purbaya told the media in Jakarta on Tuesday (7/4/2026).

He explained that the revision to the DHE natural resources is actually only minor in nature. The adjustments are being made to accommodate requests from several parties proposing exemptions, and those proposals have been approved by President Prabowo Subianto.

According to Purbaya, the exemptions are granted because some provisions in the previous regulation are deemed no longer relevant to the main objectives of the DHE natural resources policy.

The government wants to ensure that foreign exchange from the natural resources sector does not flow out of the country, especially if business activities are funded by domestic banks and utilise Indonesian natural resources.

“The aim is to retain domestic funds borrowed from domestic banks, which use domestic natural resources, but the profits are stored abroad,” he clarified.

The government targets this regulation to take effect in April 2026. In the revision to Government Regulation (PP) Number 8 of 2025 on DHE natural resources, there are several important changes.
