JAKARTA, Kompas.com — The dispute over the Hotel Sultan land located in the Gelora Bung Karno (GBK) complex in Tanah Abang, Central Jakarta, has entered a new phase.

The government has begun conducting land measurements as part of implementing the court ruling regarding the land ownership status.

The land measurement was conducted on Monday (16/3/2026) as a follow-up to the constatation process carried out by the Central Jakarta District Court.

Constatation is the process of comparing physical data on the ground with administrative data contained in the court ruling that has obtained permanent legal force (incracht).

Rakhmadi Afif Kusumo, Director General of the Gelora Bung Karno Complex Management Centre (PPKGBK), stated that constatation was conducted to ensure that the land boundaries currently used by Hotel Sultan align with PPKGBK’s request and that of the State Secretariat Ministry of the Republic of Indonesia regarding the status of state property in Block 15 of the GBK complex.

According to him, the constatation carried out by the Central Jakarta District Court focused on Block 15. Additionally, the government was also permitted to examine former Land Use Rights (HGB) numbers 26 and 27 located in that area.

Rakhmadi emphasised that the land currently occupied by Hotel Sultan is state property. Consequently, execution proceedings can continue despite legal resistance from the hotel operator.

“From our perspective, we maintain that this is now incracht in terms of state property (BMN), meaning this property has become state property. The direction from the State Secretariat Ministry is naturally about how to secure this state property,” Rakhmadi said at the Hotel Sultan Complex in the GBK area, Central Jakarta, on Monday (16/3/2026).

“As for resistance, we certainly permit it, but of course we must also respect what has become the final decision and we must implement it promptly,” he added.

Candra explained that after the measurement process is completed, the results will be reported to verify whether the land requested in the case actually exists.

To ensure the accuracy of this data, the Central Jakarta District Court requested assistance from the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN) to determine the location, boundaries, area, and other aspects related to the land object.

“Once they match, they will return to the Central Jakarta District Court and then we await the execution of the court ruling,” he continued.

The measurement process is estimated to take one to two days.
