New APBN Absorption at 6.21 Percent, Ministry of PKP Optimistic of Achieving Target by Year-End
JAKARTA, KOMPAS.com - The Ministry of Housing and Settlement Areas (PKP) records that budget realisation up to 1 May 2026 has only reached Rp 640 billion, or 6.21 percent of the effective ceiling for the 2026 Fiscal Year (TA).
Despite this, the Ministry of PKP is optimistic that budget absorption will increase gradually, reaching 97.48 percent by the end of December 2026.
The budget will be focused on the house renovation programme or Self-Help Housing Stimulus Assistance (BSPS).
This will be followed by programmes for providing rental flats (rusun), special housing (rusus), and housing finance support for Low-Income Communities (MBR).
The largest allocation is directed to the BSPS programme at Rp 8.57 trillion for 400,000 housing units. In addition, the budget is also used for constructing rental flats at Rp 375.56 billion for 743 units and special housing at Rp 199.63 billion for 510 units.
Minister of PKP Maruarar Sirait stated that the government this year is also focusing on expanding the construction of landed houses.
She added that the government is also beginning to promote the financing scheme for rental flats through the Housing Finance Liquidity Facility (FLPP).
“This year there is also something new, namely FLPP for rental flats which will start from Meikarta. Please pray that transactions can begin by the end of this year,” she said.
Meanwhile, the Director General of Settlement Areas at the Ministry of PKP, Fitrah Nur, stated that the realisation of the BSPS programme shows acceleration compared to the initial projection.
“As of 1 April, the realisation and projection acceleration of BSPS has reached Rp 204.4 billion, higher than the initial target of Rp 163.8 billion. Hopefully, the realisation can be faster than what we have projected,” said Fitrah.
On the other hand, absorption of People’s Business Credit (KUR) for Housing shows a significant increase. Up to 29 April, the realisation of housing KUR disbursement has reached Rp 14.2 trillion.
Director General of Urban Housing, Sri Haryati, stated that this increase is driven by high demand from the public.
