NATO has launched a new initiative to raise private capital to finance the defence and security industry amid increasing pressure from the United States for member states to boost military spending. The move comes as many European countries face budgetary constraints in meeting increasingly high defence expenditure targets. The initiative, titled ‘Call to Action’, was announced on Tuesday during the NATO Defence Industry Forum, which was held for the first time alongside the NATO Summit in Ankara, Turkey. Through the initiative, NATO is urging commercial financial institutions to increase lending and equity investments for the defence and security industry to accelerate weapons production and military technology development. NATO Secretary General Mark Rutte stated that the alliance’s need for military capabilities continues to grow, necessitating larger funding sources to expand defence industrial capacity and drive innovation. ‘Private funding in this sector is indeed increasing, but it is still far from sufficient,’ Rutte said in a speech at the forum. He added that NATO aims to expand joint investment schemes between the public and private sectors so that the financing burden for defence industry development is not entirely borne by member state government budgets. As part of the policy, each NATO member state is expected to establish domestic financing mechanisms capable of attracting private investor participation to support the national defence industry. Several major Western financial institutions, including Barclays, Citi, and Deutsche Bank, have already joined the funding framework. NATO stated that the participating financial institutions have mobilised approximately $217 billion for investment in the security and defence sector.
