National Police Chief Values Criminal Procedure Code Annotations for Fair Law Enforcement
National Police Chief General Listyo Sigit Prabowo has expressed appreciation for the publication of the Annotated Criminal Procedure Code (KUHAP). General Sigit believes the book will help law enforcement officials understand and implement the new KUHAP. “We greatly appreciate the publication of the Annotated KUHAP because this is a legislative product that must be understood immediately by all of us,” said General Sigit after attending the book launch at the DPR building in Senayan, Jakarta, on Tuesday. The National Police Chief stated that the KUHAP needs to be understood by all parties, especially investigators within the Indonesian National Police (Polri). General Sigit hopes that understanding of the new KUHAP will improve. “So, with the publication of this book, we hope that the understanding of the new KUHAP can be truly grasped, particularly by investigators or law enforcement officers within the Polri institution,” he continued. General Sigit said the Annotated KUHAP is part of a major work by the DPR. He noted that the annotations will serve as a shared guide to be implemented by all law enforcement officers. “So that in its application and implementation, it can truly fulfil the sense of justice as expected in the KUHAP,” he stated. “And of course, this is part of a major product, a great work from the DPR, and we will certainly implement it as best as possible,” he added. General Sigit also conveyed that the Annotated KUHAP will be one of the materials used in socialisation activities for law enforcement officers. The National Police Chief said the socialisation is being carried out by a joint team involving the DPR, the Attorney General’s Office, and the Ministry of Law. “Coincidentally, there is also a joint team from Commission III, the Attorney General’s Office, the DPR, and the Ministry of Law that is simultaneously conducting socialisation activities across all ranks,” he added. The DPR held the launch of the 2025 Annotated KUHAP today. The event, held at the Nusantara IV building within the parliamentary complex in Senayan, Jakarta, was opened by Deputy Speaker of the DPR Sari Yuliati. Also in attendance were Deputy Minister of Law Eddy Hiariej, Chairperson of the Corruption Eradication Commission (KPK) Setyo Budiyanto, Deputy National Police Chief Commissioner General Dedi Prasetyo, and Supreme Court spokesperson Yanto. Following the event, Chairperson of the DPR’s Commission III, Habiburokhman, explained the reason for publishing the Annotated KUHAP. He said the book was deliberately created by Commission III to provide explanations regarding the new Criminal Procedure Code. “Today we are launching the Annotated KUHAP. That means, notes on the KUHAP. Why? Because every law will inevitably be interpreted in various ways by different people,” said Habiburokhman. “If there are unclear points, the public has the right to ask for clarification. So, who should they ask? The most appropriate people to ask are those who made it. That is why we created this explanation or annotation of the KUHAP,” he continued.
