The Law No.22/1999 on regional administrations has been put into effect. It was followed by the issuance of ministerial and regional regulations. The idea of locally generated revenue has caused a sense of euphoria. Efforts are being made to develop all sectors and resources to generate as much local revenue as possible. As with any regulation, there are rules that must be adhered to and of course sanctions that must be faced if they are violated.
It is not easy to determine the sanctions as they need prudent consideration and must not contradict the prevailing laws. Some city administration regulations overlap those of provinces, districts and subdistricts, for example, the authority of the city administration and the National Police with regard to taking repressive actions. This can create a sense of insecurity in the community but it can be avoided if there is good coordination between the law enforcement agency and the city administration.
The National Police should determine what problems, in relation to police duties, have been caused by the enactment of Law No.22/1999. By understanding the problems and their causes, the National Police will be able to take proactive steps to avoid the overlapping of regulations.
