National Legislation Programme: House of Representatives Sets 68 Priority Bills
The Legislative Body of the House of Representatives (Baleg DPR), in collaboration with the Ministry of Law of the Republic of Indonesia and the Law Drafting Committee of the Regional Representative Council (DPD RI), conducted an evaluation of the second amendment to the 2026 Priority Prolegnas during a working meeting on 15 April 2026. A significant point in this amendment is the Bill on Housing and Residential Areas (Omnibus Law), which has transitioned from a government initiative to a House-led initiative within the third amendment to the 2025–2029 Prolegnas.
Furthermore, Baleg has included four new bills as House initiatives in the second amendment to the 2026 Priority Prolegnas. These four bills include the Broadcasting Bill, the Curator Profession Bill, the Bill amending Law Number 32 of 2009 on Environmental Protection and Management, and the Bill on Housing and Residential Areas (Omnibus Law).
According to the Chairman of Baleg DPR, Bob Hasan, the Legislative Body also amended several bill titles, such as changing the Asset Auction Bill to the Auction Bill, and the Indigenous Legal Community Bill to the Indigenous Community Bill. Additionally, two other bills—the Civil Procedure Bill and the Narcotics and Psychotropic Substances Bill—which were previously government initiatives, have now been changed to House initiatives in the second amendment to the 2026 Priority Prolegnas.
Bob Hasan emphasised that the evaluation of the 2026 Priority Prolegnas did not discuss or include the list of open cumulative bills. “Based on the agreement and considering the suggestions and input from the working meeting between the DPR Legislative Body, the Ministry of Law, and the DPD Law Drafting Committee, it was agreed that the number of priority bills in the second amendment to the 2026 Prolegnas is 68, and the third amendment to the 2025–2029 Prolegnas consists of 198 bills,” he stated.
The House of Representatives officially approved the report from the Legislative Body regarding the evaluation of the second amendment to the 2026 Priority Prolegnas. This approval was decided during the 19th Plenary Session of the DPR RI, Session V, 2025-2026, presided over by the Deputy Speaker of the House, Saan Mustopa, at the Nusantara Building, Jakarta, on Wednesday, 20 May 2026.
