My nephew went to the Central Jakarta office of the National
Land Agency on Oct. 21 to transfer building user rights into
proprietary rights for my property on Jl. Tanah Abang V. He had
in his possession a letter of authorization from me and all the
required documents to support the application.

Having queued for some time, my nephew submitted the
application at the appropriate counter. The official receiving
the application studied the file and after a while stamped it and
marked it as No.242 - March 17, 1999. He said: "You return here
on March 17, 1999."

The complete file having been returned, I do not understand
the instruction. It would perhaps have been more logical if the
official had said: "This counter is closed until March 16, 1999."

It is with good intention that I want to follow up on the new
government regulations on land titles. The issuance of new rights
would yield the state treasury sizable amounts of money.

I appeal to the Minister of Agriculture and the head of the
Land Agency and all their staff to give better service to the
public.
