National Human Rights Commission: Investigation into Andrie Case Not Pro Justitia

The National Human Rights Commission (Komnas HAM) has stated that the investigation into the attempted murder of KontraS activist Andrie Yunus is not a pro justitia investigation. Komnas HAM Chair Anis Hidayah explained that the probe is based on Law No. 39 of 1999 on Human Rights.

“It is not a pro justitia investigation, but monitoring of allegations that are suspected to be human rights violation incidents,” said Anis when met at the Komnas HAM office in Central Jakarta on Monday, 20 April 2026.

Without a pro justitia investigation, Komnas HAM can only provide recommendations without urging law enforcement to hold general court proceedings.

Anis stated that Komnas HAM will submit its recommendations regarding the Andrie Yunus case in the near future.

In addition, Komnas HAM has again written to TNI Headquarters to examine four members of the TNI Strategic Intelligence Agency (BAIS). These four BAIS members have been claimed by the TNI as the perpetrators of the acid attack on Andrie Yunus. “We are currently writing the report. It can be submitted to the public not too long from now,” she said.

Previously, Komnas HAM Commissioner Saurlin P. Siagian stated that his institution had written to TNI Headquarters to examine the four members claimed to be the attackers of KontraS activist Andrie Yunus. Saurlin said this after seeking information from the Commission for Missing Persons and Victims of Violence (KontraS) and Andrie Yunus’s legal counsel at the Komnas HAM office in Jakarta on Wednesday, 8 April 2026.

According to Saurlin, Komnas HAM will not limit itself to the four perpetrators released by the TNI. He suspects there are indications of other perpetrators in this case.

“Our focus is to try to find information regarding the involvement of other parties besides the four people who have now been designated as suspects,” said Saurlin.

Andrie Yunus, Coordinator of the Commission for Missing Persons and Victims of Violence (KontraS), has asked President Prabowo Subianto to form an independent joint fact-finding team (TGPF) to resolve the acid attack case against him. Andrie assessed that more than one month after the attack, there has been no progress or serious intent in resolving the case that befell him.

Andrie conveyed this in a letter directly addressed to Prabowo. The letter was delivered by the Solidarity Coalition for Andrie Yunus to the State Secretariat Ministry on Friday, 17 April 2026.

In the letter, Andrie expressed his hope that the state does not take steps that obscure the legal process. “As a victim of violence by military personnel, I request that you, Mr. President of the Republic of Indonesia, immediately form a TGPF and decide that this case should be resolved in a general court,” wrote Andrie on green paper with black ink.

He also asked President Prabowo to ensure that the handling of this case proceeds accountably and adheres to the principles of due process of law by placing the general court as the legitimate, credible, and corruption-free forum.

Andrie Yunus was doused with acid while passing through the intersection of Jalan Salemba 1-Talang, Central Jakarta, on Thursday midnight, 12 March 2026. As a result, Andrie suffered burns on several parts of his body. He is currently being treated at Cipto Mangunkusumo Hospital, Central Jakarta.

The Metro Jaya Regional Police initially investigated the terror case. The police also released the initials of two suspected attackers. At the same time, the TNI Military Police Centre arrested four suspected perpetrators with initials NDP, SL, BHW, and ES. The four suspects are members of the TNI Strategic Intelligence Agency.

The TNI Military Police has handed over the case files of the four suspects to the Jakarta II-08 Military Court in Jakarta. The first trial session, with the agenda of reading the indictment, is scheduled for 29 April 2026.

Head of Jakarta II-07 Military Prosecutor Colonel Corps of Law (Chk) Andri Wijaya claimed that the motive for the acid attack by the four suspects was personal revenge. Andri Wijaya stated that the personal grudge was triggered by a previous incident involving the victim. The incident in question was when Andrie Yunus disrupted a closed meeting discussing the revision of the TNI Law at a luxury hotel in Central Jakarta in March 2025.
