National Food Agency Proposes Rp17.73 Trillion Budget Increase to Strengthen Food Stability
The National Food Agency (Bapanas) has proposed an additional budget of Rp17.73 trillion for 2027 to strengthen food supply and price stabilisation programmes, expand food aid, and safeguard national food security.
Bapanas head Andi Amran Sulaiman stated that under the 2027 Ministry/Agency Work Plan and Budget (RKA K/L), based on a joint letter concerning the Indicative Ceiling for the 2027 Fiscal Year, Bapanas received an indicative ceiling of Rp110 billion. ‘This indicative ceiling is not yet fully capable of supporting the implementation of national priority programmes that form the mandate of the National Food Agency,’ Amran said during a working meeting with Commission IV of the House of Representatives (DPR RI) in Jakarta on Wednesday.
He detailed that the indicative ceiling was allocated for the quality food availability, access and consumption programme at Rp7.65 billion, and a management support programme at Rp102.69 billion, consisting of Rp72.32 billion for employee salaries and allowances, Rp18 billion for office operations, and Rp12.35 billion for other technical management support at central and regional levels.
Therefore, Bapanas is proposing a first additional budget of Rp4.13 trillion, as agreed at a previous Hearing Meeting (RDP) on 21 May 2026. This additional budget will be focused on activities supporting the execution of national priority programmes amounting to Rp41.25 billion, national priorities of Rp4.04 trillion, and the 2027 duties and functions of the National Food Agency amounting to Rp49.07 billion.
Beyond budget needs to support the achievement of 2027 Government Work Plan (RKP) targets, Bapanas is also proposing an additional budget of Rp13.6 trillion for the distribution of government food reserves (CPP) in the form of rice food aid and stunting assistance. ‘In the form of chicken meat and eggs, according to the minutes of the limited food coordination meeting on 5 June 2026,’ he stated.
He explained that rice food aid for the 2027 fiscal year is planned to be distributed to approximately 18.37 million beneficiary families (KPM) from the first to third decile of society. Meanwhile, stunting alleviation aid is planned for 1.45 million families at risk of stunting, based on the national single socio-economic data from the Ministry of Social Affairs.
Consequently, Amran continued, the total budget requirement for the National Food Agency in 2027 amounts to Rp17.84 trillion, which will be used to support the achievement of national food development targets and the implementation of various government programmes. If this budget proposal can be accommodated, Amran added, in 2027 the National Food Agency will carry out the distribution of 735,000 tonnes of rice food aid, stunting alleviation food aid comprising 5,700 tonnes of chicken meat and 8,600 tonnes of eggs. It will also include the distribution of Supply and Price Stabilisation (SPHP) for 600,000 tonnes of rice, 200,000 tonnes of corn, and 50,000 tonnes of soybeans, 3,300 tonnes of rice for natural disaster relief, the Cheap Food Movement (GPM) 1,560 times across Indonesia, the development of food kiosks in 38 provinces, capacity building in 50 community food barns, the development of Diverse, Nutritious, Balanced, and Safe (B2SA) Food Houses for 1,320 groups, strengthening fresh food safety, interventions to control food-insecure areas, food rescue actions, policy regulatory drafting, and support for the duties and functions of the Central and Regional Food Agency.
Amran expressed hope for the support and input of Commission IV of the DPR RI so that the National Food Agency’s programmes can run optimally to maintain food availability, stabilise supply and prices, improve the quality of public food consumption, and strengthen national food resilience.
