National Food Agency Drafts Presidential Regulation on Food Rescue
Indonesia's National Food Agency (Bapanas) is drafting a Presidential Regulation (Perpres) on Food Rescue as part of the government's commitment to reducing food loss and waste across the country.
The initiative was announced by Yusra Egayanti, Director of Food Safety and Quality Standards at Bapanas, during an online discussion in Jakarta on Tuesday, 17 February 2026.
"This year, the National Food Agency has again been mandated to draft the regulation," Egayanti said, noting that the drafting process is already included in Presidential Decree (Keppres) No. 38 of 2025 concerning the 2026 Presidential Regulation Drafting Programme. Bapanas is currently assembling an Inter-Ministerial Committee and will soon commence the formal drafting process.
The draft regulation will cover policy direction, food rescue implementation, monitoring, evaluation, funding, and the division of roles among ministries and agencies, which will be detailed in an annex.
The move reflects the government's ongoing commitment to reducing food surplus by strengthening food redistribution standards in Indonesia. The aim is to ensure that food that is still safe and fit for consumption does not end up as waste, but is instead channelled to communities in need.
Under the National Medium-Term Development Plan (RPJMN) 2025–2029, the management of food loss and waste has been designated as one of the priorities of President Prabowo's administration, falling under the Circular Economy Ecosystem Priority Programme within the second National Priority.
As a concrete measure, Bapanas is promoting food loss and waste reduction through the provision of food rescue vehicles. "The provision of these vehicles represents a tangible government intervention to strengthen the food rescue movement in the regions," said Budi Waryanto, Head of Planning, Cooperation and Public Relations at Bapanas.
In 2025, food rescue vehicles were distributed to five provinces assessed as being particularly active in food rescue efforts, namely West Java, Central Java, East Java, Yogyakarta Special Region, and North Sumatra. The vehicles are used to collect food donations and deliver rescued food to communities in need.
To ensure transparency and accountability, Bapanas has also launched the Stop Boros Pangan (Stop Food Waste) digital platform at sbp.badanpangan.go.id. The platform enables real-time monitoring of food that has been rescued and distributed, whilst strengthening the sustainable food rescue ecosystem.
