NasDem Proposes Single Parliamentary Threshold: Failure to Enter DPR Results in Loss of DPRD Seats
JAKARTA - NasDem’s Deputy Chairman Rifqinizamy Karsayuda has proposed a single parliamentary threshold at the national level, whereby if a political party fails to meet the threshold for the DPR, it would automatically be disqualified from all DPRDs.
Under this scheme, parties not meeting the national threshold, for example 6%, would also be considered unsuccessful in provincial and regency/city DPRD elections.
“For example, a 6% national parliamentary threshold, if a certain political party does not meet the 6% national parliamentary threshold, then automatically its votes or seats at the provincial, regency, and city levels are declared invalid or forfeited,” said NasDem’s Deputy Chairman and Chairman of Commission II of the DPR RI, Rifqinizamy Karsayuda, when contacted on Friday (24/4/2026).
“So first, tiered parliamentary thresholds. For example, 6% for national, 5% for provincial, and/or 4% for regency. Or a single standard parliamentary threshold but with consequences extending to provincial, regency, and city levels,” Rifqinizamy explained.
Furthermore, Rifqinizamy stated that NasDem is pushing to increase the parliamentary threshold to strengthen the party system in the country.
“NasDem has stated from the beginning that the parliamentary threshold must be maintained and we even propose raising it from the current percentage, up from 4% to a moderate figure above 5%, 5.5, 6, up to 7%,” Rifqinizamy said.
According to him, the existence of the threshold can drive the simplification of political parties in parliament and strengthen government effectiveness.
“This is also important to build what we call government effectiveness or effective governance, where future governments consist of healthy political parties and thus they will be able to perform well as ruling parties or non-ruling parties to carry out checks and balances,” he concluded.
The Golkar Party has also proposed a parliamentary threshold for DPRD legislative elections of 4% at the provincial level and 3% at the regency/city level in the revision of the Election Law.
Golkar’s Deputy General Chairman Ahmad Doli Kurnia explained that this scheme is part of a tiered threshold design that also includes the DPR RI.
“For example, 5, 4, 3. 5% for DPR RI, 4% for DPRD Province, and 3% for DPRD Regency/City,” Doli said when contacted on Wednesday (22/4/2026).
However, Doli reminded that determining the threshold figure must consider two main elements: people’s representation (representativeness) and government effectiveness (governability).
“As much as possible, we must ensure that people’s votes truly matter. We must strive to fulfil the OPOVOV principle (One Person, One Vote, One Value). But we also must consider the governability element, how after the election, all its products, namely the government, can run well,” Doli said.
He desires political stability through the parliamentary threshold at the centre and regions.
“For that, there is also a need to create political stability through consolidation of relatively uncomplicated political forces. Especially since our government system is presidential, which must be supported by a simple multi-party parliamentary system,” continued the Commission II DPR member.
