NasDem Proposes Parliamentary Threshold Above 5 Percent

A member of Commission II of the DPR from the NasDem Faction, Rifqinizamy Karsayuda, stated that his party proposes raising the parliamentary threshold for DPR legislative elections above 4 percent.

“We propose increasing the figure from the current 4 percent to a moderate number above 5 percent: 5.5, 6, up to 7 percent,” Rifqinizamy told Tempo on Thursday, 23 April 2026.

NasDem firmly maintains that the parliamentary threshold must be retained. The reason is that this threshold will improve the institutionalisation of political parties.

“The institutionalisation of political parties is reflected in the strength of the party’s structural roots and the significance of the party’s votes in elections,” said Rifqi.

Previously, the Golkar Party also proposed a parliamentary threshold for DPR legislative elections in the range of 4 to 6 percent. Deputy General Chairman of the Golkar Party Ahmad Doli Kurnia Tandjung said that this figure is considered the equilibrium point in evaluating the electoral system. “A parliamentary threshold of 4-6 percent is ideal,” said Doli when contacted on Wednesday, 22 April 2026.

Meanwhile, Golkar Party Secretary General Muhammad Sarmuji also proposed a parliamentary threshold of 5 percent. According to Sarmuji, this figure is a combination of the parliamentary threshold and the faction threshold. “The 5 percent figure can create a simple multi-party system,” said Sarmuji via WhatsApp message on Saturday, 28 February 2026.

Sarmuji emphasised that the implementation of the parliamentary threshold does indeed have the potential to cause votes not to be converted into seats. However, according to him, the existence of the parliamentary threshold is still necessary.
