The Indonesian National Police’s Code of Ethics Commission (KKEP) has formally imposed the sanction of Dishonourable Discharge (PTDH) against the former head of the Narcotics Unit at Toraja Utara Police District, Senior Police Commissioner Arifandi Efendi.

The decision was made following a determination that the respondent had been found guilty beyond reasonable doubt of violating several provisions of Police Regulations concerning institutional ethics and personal conduct.

“The Commission imposes the sanction of Dishonourable Discharge (PTDH) against the respondent, former head of the Narcotics Unit at Toraja Utara Police District, as a member of the Indonesian National Police,” stated Commission Hearing Chair Police Senior Commissioner Zulham Effendi on Tuesday 10 March.

Zulham, who also serves as Head of Internal Affairs at the South Sulawesi Regional Police Command, declared in his judgment that the respondent had been found in violation of Article 13(1) of Indonesian Government Regulation No. 1 of 2003 concerning the Dismissal of Indonesian National Police Members.

“The respondent is deemed to have tarnished the institution’s reputation and violated his oath of office,” he said.

Additionally, the respondent was found to have violated several provisions of Police Regulation No. 7 of 2022, including breaches of institutional ethics and personal conduct standards, as well as the prohibition on collusion.

“Proven to have engaged in collusion regarding a breach of code of ethics or criminal conduct,” he stated.

Based on the facts presented during the hearing, the panel imposed two categories of sanctions: ethical and administrative penalties.

“Ethical Sanction: the respondent’s conduct is declared reprehensible. Administrative Sanctions: placement in a special facility (Patsus) for 30 days and the most severe punishment consisting of Dishonourable Discharge (PTDH) from the Indonesian National Police Service,” he concluded.
