Director of Narcotics Criminal Acts (Dirtipid) at Bareskrim Polri, Brigadier General Eko Hadi Santoso, has proposed new threshold limits related to narcotics cases. This is intended to provide a clear distinction between syndicates, dealers, and users.

He conveyed this during a working meeting with Commission III of the House of Representatives discussing the Bill on Narcotics and Psychotropics, at the Parliamentary Complex, Senayan, Central Jakarta, on Tuesday (7/4/2026). He noted that existing regulations provide for medical and social rehabilitation for addicts and victims of narcotics abuse.

“So far, Law Number 35 of 2009 on Narcotics has mandated medical and social rehabilitation for addicts and victims of abuse. However, it does not explicitly regulate possession limits that can differentiate between victims and dealers,” Eko stated in the meeting.

He said that Law Number 5 of 1997 on Psychotropics also does not regulate rehabilitation provisions for psychotropics addicts. He proposed detailed rules to determine threshold limits.

“Therefore, Polri proposes that the Draft Law on Narcotics and Psychotropics regulate threshold limits in detail and comprehensively,” Eko said.

“In the discussion of the Draft Law on Narcotics and Psychotropics, Polri put forward proposals regarding threshold figures that are lower than the initial draft. These proposals are based on several considerations,” he continued.

He gave examples of threshold limits for several narcotic substances that were previously in the Bill draft. The substance etomidate, which was not previously regulated, is proposed with a threshold of 0.5 grams. Nevertheless, Polri has not yet detailed the specific proposals regarding limits for syndicates, dealers, or users.

“For example, for cannabis, a threshold of 3 grams is proposed from the previous 25 grams. For meth (sabu), 1 gram from the previous 8.4 grams. For ecstasy, 5 tablets from the previous 10 tablets,” Eko said.

“For heroin, 1.5 grams from the previous 5 grams, and for etomidate, which was not previously regulated, we propose 0.5 grams,” he added.

He stated that threshold limits in the law are an important matter. According to him, threshold limits ensure that law enforcers do not hesitate in taking action.

“With the provision of these threshold limits, it is hoped that there will no longer be doubts in distinguishing the handling between abuse victims and narcotics syndicates,” he said.
