An Indonesian resident, identified only by the initials IGA, accompanied by his legal counsel, Fahmi Yuniar Siregar, reported to the Profession and Security Division (Propam) of the Bali Regional Police (Polda Bali). IGA reported the Badung Police Resort (Polres Badung) investigator for being named a suspect in a case of alleged land occupation without rights, arguing that the designation was unfair. The complaint was submitted after IGA was named a suspect by an investigator from Polres Badung in a case of alleged unauthorized land occupation. “We came to report to Propam because we were the ones made suspects, while we feel we are victims of land mafia,” IGA said at the Bali Police Headquarters on Friday (6 March 2026).

The dispute began from a land sale transaction covering 47 ares in the Petitenget area, Kerobokan, North Kuta, Badung, around 2017. The land belonged to IGA’s grandfather and was sold to a person with the initials FH through a notary intermediary FP. However, according to IGA, the transaction was never fully settled. Of the agreed value of around Rp 56 billion, the buyer had paid only Rp 17 billion, with the remaining Rp 39 billion reportedly never paid.

“We have not received the full payment, but suddenly an absolute power of attorney deed appeared which we consider fake. From that, the land was split into eight parcels and transferred to various parties,” IGA said.

The family then pursued civil action up to cassation at the Supreme Court (MA). In its cassation ruling, the MA stated that there was wrongdoing in the land transaction. However, the certificate for the land that had already been issued was not canceled. According to IGA, the certificate holders then used the certificate to report the family because they still controlled the land.

“The MA ruling stated wrongdoing, but the certificate was not canceled. The certificate was then used to report us,” IGA said.

Lodgement against IGA was recorded under number LP/B/84/V/2025/SPKT Polres Badung dated 7 May 2025. After a case review, the investigator named IGA as a suspect on 12 January 2026.

IGA questioned the handling of the case. They noted that a similar criminal report had previously been halted at Polda Bali due to its connection with civil litigation.

“At Polda Bali it was halted because there was a civil matter, but at Polres Badung it was processed to the point where we were made suspects; this is what confuses us,” IGA said.

In response, Bali Regional Police Public Affairs Head (Kabid Humas) Kombes Ariasandy said the public indeed has the right to file complaints if they feel they are not being treated fairly or are unsatisfied with police handling of a case.

“When someone feels they have not been judged or there is police work that may not satisfy them, we do have a channel to report. The complaint is called reporting, and it can be made through the Regional Inspectorate or Propam,” Ariasandy said at the Bali Police Headquarters.

If the complaint has been lodged with Propam, Ariasandy said, the inspection mechanism will proceed in accordance with the applicable procedures. He added that Propam will investigate whether there was any ethical breach or professional misconduct by police officers in handling the case.

“Whether there is indeed any professional misconduct by an officer or not. If there is, it will surely be found and we will be transparent about this,” Ariasandy stated.
