Name of Former NTB Governor Zulkieflimansyah Implicated in MXGP Samota Land Corruption Case
The name of former NTB Governor Zulkieflimansyah has been implicated in a corruption case concerning the purchase of 70 hectares of land for the MXGP Samota circuit in Sumbawa. His name appears in the prosecution’s allegations related to promises to buy the land after the international event was held.
Zulkieflimansyah’s name is mentioned in the indictment against the defendant, former Head of the Central Lombok National Land Agency (BPN), Subhan, as well as Pung Saifullah Zulkarnaen and Muhammad Jan, which was read out by the prosecutor on Wednesday (15/4/2026).
In the indictment, Zulkieflimansyah is said to have met with former East Lombok Regent Ali Bin Dachlan in early 2022, before the Sumbawa Regency Government (Pemkab) purchased the land.
“In around early 2022, the then NTB Governor Zulkieflimansyah met with witness Moch Ali Bin Dachlan for the purpose of borrowing his land located in the Samota area, Sumbawa,” said Hasan Basri, the prosecutor’s representative, reading the indictment in the courtroom of the Mataram Corruption Court (Tipikor).
The meeting occurred after NTB was entrusted to host one of the locations for the MXGP 2022. During the meeting, Ali Bin Dachlan allowed his land to be borrowed free of charge for the event.
“The then NTB Governor promised that the government would purchase the land after the 2022 MXGP event was completed,” he stated.
The MXGP Samota was held from 24-26 June 2022 and was deemed to have a positive impact on the economic sector. After the event concluded, Pemkab Sumbawa then planned to purchase the land owned by Ali Bin Dachlan.
“Through the Sumbawa Regency Housing, Human Settlements, and Residential Areas Office (PRKP), it planned to purchase the land through a land acquisition process for public interest development,” he explained.
Mahmud Abdullah, who was then the Regent of Sumbawa, subsequently formed a team to prepare the land acquisition feasibility study documents. The team was named for the land acquisition for the development of local government sports infrastructure and facilities in the Samota Sumbawa area in 2022.
This team was tasked with assessing the feasibility of the land acquisition location, including socio-economic surveys, cost-benefit analysis of the development, estimated land value, and potential environmental and social impacts.
“The prospective land acquisition location in question is the land owned by witness Moch Ali Bin Dachlan, which was previously borrowed for the MXGP Samota Sumbawa event,” he said.
Pemkab Sumbawa then purchased the 70-hectare land from Ali Bin Dachlan for Rp 52 billion.
During the investigation, a state loss of Rp 6.7 billion was found in the land purchase. This state loss has been returned to the NTB Attorney General’s Office by Ali BD as the payment recipient.
During the acquisition process, Subhan served as the Head of BPN Sumbawa and acted as the chairman of the land acquisition implementation. Meanwhile, Pung Saifullah Zulkarnaen and Muhammad Jan acted as the appraisal team or appraisers from the Public Appraiser Services Office (KJPP).
