Nabire Regent Issues Circular to Regulate Subsidised Fuel Distribution
The Regent of Nabire, Central Papua, Mesak Magai, has issued Circular Letter Number 500.10.1/1061/Sek Year 2026 concerning the Supervision, Control, and Regulation of Fuel Sales to ensure subsidised fuel distribution is on target in the region. “The circular takes effect from 19 June 2026 as an effort by the local government to organise the distribution of subsidised fuel while preventing various forms of misuse that have triggered long queues at several public fuel filling stations (SPBU),” Mesak said in Nabire on Saturday. He stated that through the circular, the local government ensures that subsidised fuel distribution is only intended for two-wheeled, four-wheeled, and six-wheeled vehicles with Central Papua (PT) plates registered in Nabire Regency and possessing a barcode matching vehicle data and a valid vehicle registration certificate (STNK). Vehicles with out-of-area plates operating in Nabire are given one month to undergo vehicle mutation. After this deadline expires, purchases of subsidised fuel will be restricted according to applicable regulations. Additionally, vehicles manufactured in 2010 or earlier are limited to purchasing subsidised fuel a maximum of twice per week. The local government has also imposed several restrictions on certain vehicle groups that are not permitted to buy subsidised fuel. These groups include official vehicles of state civil apparatus (ASN), the Indonesian National Armed Forces (TNI) and National Police (Polri), company-owned vehicles, vehicles with number plates from outside Central Papua Province, and vehicles using a barcode but whose STNK validity period has expired. Through the circular, the Nabire Regency Government is also implementing an odd-even system for purchasing subsidised fuel. “Vehicles with odd-numbered plates can refuel on Monday, Wednesday, and Friday, while even-numbered vehicles are served on Tuesday, Thursday, and Saturday,” he said. The local government also prohibits the sale of subsidised fuel to roadside retailers and will take firm action against the illegal hoarding or storage of subsidised fuel. Mesak stressed that SPBU operators are obliged to comply with all provisions stated in the circular. If violations are found, the local government will impose sanctions ranging from written warnings, reduction of subsidised fuel quotas, to revocation of operational permits according to the level of violation. He expressed hope that the policy would improve the governance of subsidised fuel distribution, reduce queues at SPBU, and guarantee fuel availability for the community that truly needs it. “All parties must support this policy so that fuel distribution in Nabire is more orderly, fair, and on target,” he said.
