Muzani Reveals Prabowo Proposes PPHN Be Established Through MPR Decree
Chairman of the People’s Consultative Assembly (MPR) of the Republic of Indonesia, Ahmad Muzani, has revealed a message from President Prabowo Subianto regarding the draft of the State Policy Guidelines (PPHN). Muzani said Prabowo proposed that the legal basis for the PPHN be established through an MPR Decree.
“The President at that time conveyed his view to us that because this is a draft prepared by the MPR, it should be formulated in the form of an MPR Decree,” Muzani said after a meeting with MPR leadership in Widya Chandra, South Jakarta, Friday (28/8/2026).
He said that if the final product were a law, it would fall under the domain of the House of Representatives (DPR) and the president. The MPR had previously met with Prabowo to discuss the PPHN.
“Because if it is a law, he said, it becomes the domain of the President and the DPR,” he stated.
Muzani said the PPHN draft that has been prepared can be accessed by the public from Saturday (28/8). The MPR emphasised that it is open to public aspirations.
“At this afternoon’s meeting, the MPR leadership together with the Study Body and the Constitutional Review Commission that prepared the PPHN draft agreed that starting tomorrow at 4 p.m., the draft of the State Policy Guidelines can be accessed by the public through a page prepared by the leadership or the MPR Secretariat General,” Muzani said.
Muzani said the opening of the PPHN draft is expected to generate discussion in the public sphere. The MPR is open to aspirations and views from the public.
“Secondly, with the opening of public access to the PPHN product, we hope to receive input, views, and clear thoughts about the state policy guidelines, which conceptually we have been able to complete. And of course, those views, input, and thoughts will serve as refinements to the state policy guidelines that have now become our concept,” he said.
He said the MPR hopes the public will pay attention to this PPHN draft. Muzani stressed that the PPHN is a philosophical foundation for the state.
“We hope that all members of society who have an interest in constitutional matters, universities, institutions, individuals, and organisations with such interests will provide valuable input to us,” Muzani said.
“The PPHN is a concept that transcends presidential terms. It is our philosophical foundation as a nation, which we believe will serve as a guide in the various development programmes to be carried out by each presidential period,” he added.
