Two men found a human head and two legs in a sack at the Kebon Nanas graveyard in Cipinang Besar Selatan, East Jakarta, on Monday afternoon.
Sarkudin, 21, and Nurcholis, 15, both restaurant workers, said that they found the sack, containing the head with a broken nose and an injured mouth, along with a pair of legs cut off at the knee, at around 5:30 p.m.
"We screamed when we saw the three body parts. The legs were still clothed in jeans. We called nearby residents and reported the finding to police," Sarkudin was quoted as saying by tempointeraktif.com.
According to an autopsy at the Cipto Mangunkusumo Hospital in Central Jakarta, the victim was believed to be a 20 year-old scavenger.
"Looking at the soles (of his feet) we believe that he was a scavenger. His soles are very thick and hard. I think he was killed somewhere else, and thrown there," East Jakarta Police chief Sr. Comr. Anang Iskandar told The Jakarta Post Tuesday.
Anag said officers had not yet been able to identify the victim.
Three families that had come to the hospital had also been unable to identify the body, he said.
"We are now concentrating on finding other body parts so that we can identify him as well as find the motives behind the killing," he said.
Police later found an axe nearby when they searched the graveyard with dogs.
Anang said a nearby resident told police he had earlier seen a car with two passengers dump a package in the area.
