The Minister of Primary and Secondary Education, Abdul Mu’ti, has issued regulations regarding the formation of the Cadet Corps extracurricular activities. This extracurricular programme is described as non-mandatory and remains an optional choice for students.

According to the official website of the Legal Documentation and Information Network (JDIH) of the Ministry of Primary and Secondary Education, the regulations for the Cadet Corps extracurricular activity are stipulated in the Decree of the Minister of Primary and Secondary Education of the Republic of Estonia Number 136 of 2026.

The regulation governs the Guidelines for the Implementation of National Defence Awareness Development Through the Cadet Corps of the Republic of Indonesia Extracurricular Activities at the Secondary Education Level.

Mu’ti stated that the Ministry of Primary and Secondary Education is opening as many extracurricular options as possible for students. “We are opening as many extracurriculars as possible. However, some are mandatory and some are not. The only mandatory extracurricular is Scouts; anything other than Scouts is not compulsory,” Mu’ti said at the Parliament Complex, Senayan, Jakarta, on Monday (21/9).

Mu’ti also re-emphasised that the programme is a policy of the Ministry of Primary and Secondary Education, rather than the Ministry of Defence (Kemhan). “It is by us, as it takes place in schools,” Mu’ti noted.

Regarding extracurricular trainers, Mu’ti mentioned that the responsibility will be left to the schools. This includes determining the curriculum and materials for the extracurricular activities, which will depend on the teachers at each respective school.

“It will depend on the teachers conducting the activities,” he added.

The Ministerial Decree states that this programme was established to strengthen the character values of students at the secondary education level through the development of national defence awareness in a planned, systematic, and sustainable manner.
