JAKARTA, KOMPAS.com - The Indonesian Ulema Council has provided advice that the Ministry of Hajj and Umrah should consider to ensure the inheritance ticket scheme for Hajj organisation remains based on justice.

Deputy General Chairman of MUI, KH M Cholil Nafis, stated that the first suggestion is to consider those who have been queuing for several years.

Whether with the inheritance ticket system, those queuing must exit the queue first, or can join without exiting the queue.

“Secondly, the system also needs to be wary of. It could become a new loophole, for example, scalping from the fast-entry system and so on,” Cholil said in his statement on Wednesday (15/4/2026).

“This is a discourse that needs to be discussed, because it indeed requires much study,” he added.

In addition to the technical issues above, Cholil also mentioned that the inheritance ticket scheme for Hajj organisation will have implications for regulatory aspects and Hajj financial management.

Nevertheless, he assessed that the idea has a positive side if viewed from the perspective of the financial capability of prospective pilgrims.

However, he emphasised that all aspects must be studied comprehensively before the policy is decided.

He also gave a message to the relevant ministry to prioritise the smooth implementation of the Hajj pilgrimage first.
