MUI Forms Drafting Team for Sexual Deviance (LGBT) Bill, Academic Paper Underway
The Indonesian Ulema Council (MUI) has begun drafting the Sexual Deviance (LGBT) Bill after a leadership meeting last week appointed a drafting team. The team, comprising eight divisions within the MUI, will prepare an academic paper, map out an inventory of issues, and gather input from Islamic community organisations, universities, and legal experts.
M Ihsan Tanjung, Secretary of the MUI’s Legal Division, stated that the team plans to hold meetings to collect input and suggestions, with Islamic organisations, universities, and other legal figures to be invited. “We are also planning to start drafting the bill because we were only assigned recently, so the academic paper is being prepared and the inventory of issues is also being mapped out. These will become materials in the drafting of this LGBT bill,” Ihsan told Republika on Monday (13/7/2026).
Regarding the importance of the MUI pushing for this bill, Ihsan said the council sees the LGBT phenomenon as increasingly troubling for society. Many people do not understand the issue, and some even view LGBT as normal. Ihsan stressed that the MUI knows for certain, from religious, social, cultural, and various other perspectives long held by Indonesian society, that LGBT is a deviation.
“The Chairman of the MUI said that humans are destined to live normally in pairs, male and female. Not just humans, he used the analogy that even a goat would not want to have relations with the same sex; goats also pair up as male and female. So it is clear that LGBT violates human nature itself,” said the Secretary of the Sexual Deviance Bill Drafting Team.
