Much ado about 3-in-1

I am astonished at the brouhaha accompanying the so-called
three-in-one policy which restricts the use of certain streets in
Jakarta from 6:30 a.m. to 10 a.m. on weekdays. Some people say
the system is not effective, others have suggested the use of
stickers at a price, still others think that the last number of
the license plate, whether it is odd or even, should decide on
what day the vehicle can enter the restricted area.

Since the system is apparently not effective, I propose it be
changed to a stiffer one. A minimum of five passengers for each
automobile, eight passengers for a minibus, two persons for
motorcycles and three persons for trucks.

Under that system motorists in private automobiles will think
twice before inviting so-called jockeys, i.e. extra passengers to
meet the requirement of five, to ride along, because the amount
to pay will be greater than the present rate for one or two
riders.

In the case of the police finding motorists using fake
passengers, they should confiscate the motorist's car and his
driver's license and not detain the passengers.

In order to make the system really effective, it should be
enforced from 6:30 a.m. to noon and from 4 p.m. to 7 p.m.
