Jakarta, CNBC Indonesia — The Special Task Force for Upstream Oil and Gas Business Activities (SKK Migas) is targeting the Final Investment Decision (FID) for Mubadala Energy (South Andaman) RSC Ltd (MESA) at the upstream oil and gas Tengkulo Field project, within the South Andaman Working Area (WK) or Block in Aceh waters, to be decided in September 2026.

This was decided after SKK Migas and Mubadala Energy (MESA) held a joint meeting on Tuesday, 4 August 2026.

According to the meeting outcome document received by CNBC Indonesia, the Tangkulo project has obtained Plan of Development (POD) I approval through Letter of the Minister of Energy and Mineral Resources Number T-85/MG.04/MEM.M/2026 dated 9 March 2026. In addition, MESA had previously submitted a request to SKK Migas via a letter dated 29 July 2026 to facilitate the continued development of the Tangkulo Field.

One of the main outcomes of the meeting was an agreement that SKK Migas would soon send an official letter to MESA as the operator of the South Andaman WK to confirm that the Final Investment Decision (FID) for the Tangkulo Field development project will be announced in September 2026.

“The outcome of the discussion and deliberation of SKK Migas approved to promptly send a letter to MESA as the operator in the South Andaman WK to announce that the FID will be carried out in September 2026,” the meeting outcome document obtained by CNBC Indonesia reads, Wednesday (5/8/2026).

In addition, SKK Migas also stated its readiness to facilitate coordination and meetings between the parties if needed to support the achievement of the FID decision according to target.

The meeting outcome document was signed on 4 August 2026 by the President Director of Mubadala Energy (South Andaman) RSC Ltd, Abdulla Bu Ali; Executive Vice President-South East Asia of Harbour Energy Indonesia, Steve Cox; and the Head of SKK Migas, Djoko Siswanto.

As is known, Mubadala Energy recently announced a jumbo gas resource discovery from the Tangkulo-1 deep-water exploration well, drilled in the South Andaman Block located approximately 65 kilometres offshore north of Sumatra, Indonesia.

The discovery marks the second deep-water well operated by Mubadala Energy. The Tangkulo-1 well was drilled to a depth of 3,400 metres in a water depth of 1,200 metres, only a few months after the major discovery at the Layaran-1 well, which is also in the South Andaman Block.

Using the latest Drill Stem Test (DST) design, the Tangkulo-1 well successfully flowed 47 million standard cubic feet per day (MMSCFD) of quality gas and 1,300 barrels of condensate per day.

Although the test results were limited by the available facilities, the well’s capacity is estimated to reach 80-100 MMSCFD and more than 2,000 barrels of condensate per day.
