“Infrastructure recovery may only be 30% complete,” Muallem said after a post-disaster recovery meeting with the DPR and government at the parliamentary complex in Senayan, Jakarta, on Monday, 25 May 2026.

He stated that several basic infrastructure elements, including bridges and educational facilities, still require accelerated action.

“Infrastructure projects remain incomplete, including bridges and schools,” he added.

Previously, Tito Karnavian, Chair of the Government’s Accelerated Post-Disaster Rehabilitation and Reconstruction Task Force and Home Affairs Minister, revealed that the permanent recovery phase for Sumatra’s post-disaster situation has commenced. He aims to complete this within three years.

Tito made the remarks following a meeting with the DPR at the parliamentary complex in Senayan, Jakarta, on Monday, 25 May 2026. He added that the government has developed a master plan for accelerated rehabilitation and reconstruction to be executed over three years, from 2026 to 2028.

“We are now moving towards permanent recovery. The three stages are emergency response, transition, and then the permanent phase, which we refer to as rehabilitation and reconstruction, with the master plan—Renduk—as the key,” Tito explained.

“The Renduk, or master plan, is compiled from all regencies, cities, provinces, and ministries/agencies. It is then consolidated, with Bappenas and the task force adjusting it accordingly. This plan is set to be completed within three years, from 2026 to 2028,” he added.
