MSME Minister Targets Creating 10 Million Entrepreneurs through Productive Prokesra

Minister of Micro, Small and Medium Enterprises (MSMEs) Maman Abdurrahman is targeting the creation of 10 million entrepreneurs through the Productive Prokesra (Pro Kesejahteraan Rakyat) programme, which serves as a major umbrella for various economic empowerment and business development schemes within the Ministry of MSMEs. Speaking during a meeting with House of Representatives Commission VII in Jakarta on Thursday, Minister Maman explained that Productive Prokesra is part of the Prokesra programme designed by the government to improve people’s welfare. According to him, the Prokesra programme is divided into two categories: Affirmative Prokesra and Productive Prokesra. Affirmative Prokesra focuses on supporting the empowerment of communities in the first to fourth decile groups and falls under the task of the Ministry of Social Affairs. Meanwhile, Productive Prokesra has been assigned to the Ministry of MSMEs to encourage communities in the fifth to tenth deciles to become more productive through business activities and employment. “Productive Prokesra is intended to support or generate 10 million people in business and work. This is pushed across the fifth to tenth deciles on average,” he said. Maman stated there are six main programmes that form the pillars of Productive Prokesra. These programmes include the integration and standardisation of economic empowerment programmes, enhancement of entrepreneurial capacity and mentoring, improvement of work skills, access to capital, access to markets, partnerships and productive resources, business and product certification, and innovative financing. He noted that these six programmes have essentially been run by the Ministry of MSMEs for several years, but they are now being unified under a single narrative and a more integrated policy direction through Productive Prokesra. “This means these six programmes have been running within the Ministry of MSMEs for several years. However, we are now wrapping them up in one grand narrative, one major thematic item, namely Prokesra,” said Maman. Previously, the Ministry of MSMEs proposed an additional budget of Rp1.5 trillion for 2027 to strengthen various priority and strategic programmes aimed at boosting the growth and development of national MSMEs. The proposed additional budget of Rp1.5 trillion consists of two main components: Rp622 billion for the economic rehabilitation programme for MSMEs affected by disasters in Sumatra, and approximately Rp900 billion to support the government’s priority and strategic programmes.
