MSME Minister Highlights Ecommerce Platforms Raising Commission Fees Arbitrarily

Jakarta, CNBC Indonesia - Minister of Micro, Small and Medium Enterprises (MSMEs), Maman Abdurrahman, has urged marketplace platforms not to violate the ministerial regulation on the protection and enhancement of MSME competitiveness. This appeal is aimed at preventing marketplaces from unilaterally raising service fees.

‘The first sanction is that we will expose to the public any marketplace that violates the rules. Second, a recommendation for license revocation at the relevant ministries—that authority lies with the Ministry of Trade and the Ministry of Communications and Digital Affairs. But I believe, I have confidence that our marketplaces, after we coordinated, will comply, so it’s no issue,’ he stated on the sidelines of the Bursa Wirausaha Unggulan event on Wednesday (10/6/2026).

To maintain a fair ecosystem, the government does not want to pit MSME operators or sellers against marketplaces. Consequently, this protection regulation needs to be established so that both parties, marketplaces and MSME operators, can carry out their respective activities without feeling disadvantaged.

‘If there are violations, the government is obliged to enforce order. Likewise for MSMEs, they are also required to start organising themselves by preparing legalisation and everything else,’ he explained.

Furthermore, Maman is targeting the MSME ministerial regulation on protection and competitiveness enhancement to be issued this week. Currently, the regulatory progress is in the stage of awaiting integration on the platform.

‘So now, the Ministry of MSMEs is coordinating with marketplaces to prepare system integration between Sapa UMKM and several marketplaces,’ he confirmed.

Maman had previously highlighted the actions of an ecommerce platform that raised fees for merchants despite having committed to implementing a moratorium. He referred to a platform that increased costs on 18 May 2026 and would do the same on 1 June 2026. He called the move an abuse of market.

‘I think things like this are not fair, and we even discussed this, it’s already market abuse,’ Maman said.

The ecommerce platform that has announced a commission fee increase for merchants starting 18 May 2026 is TikTok Shop. TikTok Shop is also reportedly planning to raise commission fees again on 1 June 2026.

In fact, the Ministry of MSMEs had held a meeting with ecommerce parties to stop the tariff increase. However, it turned out TikTok Shop still proceeded with the hike.

Regarding the tariff increase policy at TikTok Shop, Maman said he has discussed it with the Ministry of Communications and Digital Affairs. Both will exercise the authority vested in their respective ministries.
