MRT Jakarta: TOD Development Provides Multiplier Effect for Economic Growth

PT MRT Jakarta (Perseroda) stated that transit-oriented development (TOD) provides a multiplier effect as a trigger for economic growth in areas around MRT stations. TOD Planning Department Head Sagita Devi explained during the MRTJ Fellowship Program 2026 in Jakarta on Thursday that development in TOD areas transforms urban transit spaces to stimulate economic growth. This includes increased building occupancy rates, the emergence of new commercial typologies, and a rise in passenger numbers. She noted that transit-oriented development can make the MRT a catalyst for urban regeneration through reliable public transportation, prioritised transport integration, provision and revitalisation of public spaces, and economic growth via interconnectivity. The strategic focus of TOD development includes seamless pedestrian connectivity through station and building integration, as well as the development of parking infrastructure, systems, operations, and maintenance. Sagita added that another focus is mixed-use development integrating commercial, residential, and public space functions, citing the Dukuh Atas Transport Hub as an example. Asset optimisation is also key, maximising the value and utilisation of assets around transit areas by collaborating with other regional-owned enterprises and the private sector for future asset development. Further focus is placed on transit commercialisation to maximise commercial potential and create self-sustained infrastructure, exemplified by Blok M Hub, which has evolved into a contemporary, inclusive, and integrated transit location. Sagita also mentioned that TOD can be developed to enhance urban tourism potential in Jakarta. One example is the development of the Dukuh Atas area, including the Pedestrian Deck, which highlights seamless connectivity with various public transport operators, including the airport train. The aim is for tourists from the airport to be able to go directly to the city centre via the airport train, disembark at Dukuh Atas, and utilise the mixed-use Transport Hub, including a hotel above it. This encourages seamless connectivity for public transport and surrounding infrastructure through pedestrian pathways, leading to more foot traffic, and necessitates the addition of safer and more comfortable pedestrian infrastructure for public transport users.
