Every rainy season, hospitals fill up with patients, while local governments race to conduct fogging and eradicate mosquito breeding sites. These efforts are important, but they are more reactive than preventive. Therefore, the launch of a prototype dengue vaccine based on messenger RNA (mRNA) technology should be seen as a major leap in the direction of national health policy.

The government, through the Ministry of Health, together with the University of Indonesia, Tsinghua University, and PT Etana Biotechnologies Indonesia, has officially introduced a prototype tetravalent dengue vaccine based on mRNA. If all stages of research and clinical trials are successfully completed, this vaccine could become the world’s first mRNA-based dengue vaccine. More than just a medical innovation, this step shows that Indonesia is beginning to take on the role of a knowledge producer, not just a consumer of health technology.

During the COVID-19 pandemic, the Indonesian public witnessed how mRNA technology changed the way the world develops vaccines. This platform allows for a faster development process compared to conventional methods, while also being more easily adaptable to the characteristics of specific viruses. Now, the technology once synonymous with COVID-19 is being applied to tackle a disease that has long been a serious problem in Indonesia: dengue fever.

This is what makes the launch of the prototype strategically significant. Indonesia is trying to build biotechnology self-reliance. For years, dependence on imported vaccines meant the nation’s capacity to face health crises was limited. When other countries experienced increased demand for vaccines, Indonesia had to compete for supplies. That experience taught a lesson that health security is built not only through hospitals or medical personnel, but also through the ability to create one’s own technology.

However, the euphoria surrounding the prototype launch should not make the public forget one crucial point: a prototype is not a final product. There remains a long process of preclinical testing, human clinical trials, safety and efficacy evaluations, and regulatory approval before the vaccine can be widely used. The Indonesian Food and Drug Authority (BPOM) has stressed that the entire process will be strictly supervised to ensure the vaccine meets safety and efficacy standards.

In this context, government communication becomes very important. The word ‘prototype’ must be understood by the public as an early stage of research, not a sign that the vaccine is ready to be injected into the public. Transparency regarding the scientific process will maintain public trust while preventing the emergence of misleading information.

Furthermore, the success of this research must not stop at academic achievement alone. Indonesia often produces high-quality research but fails to bring the results to mass production. Downstreaming remains the biggest challenge. If this vaccine can eventually be produced domestically at an affordable price, the benefits will be felt not only by the health sector but also by the national pharmaceutical industry, the education sector, and the economy.

The collaboration between universities, government, industry, and international partners in this project also demonstrates a development model worth maintaining. Major innovations are almost never born from a single institution. When universities generate knowledge, industry prepares production, the government provides regulatory support, and funding agencies strengthen research, the chance of producing innovations with real impact becomes much greater.

Nevertheless, the government must ensure that the spirit of building health technology is not solely focused on large-scale projects. Investment in regional laboratories, capacity building for young researchers, and sustainable research funding are equally important. Technology is not born from a single moment, but from a continuously thriving research ecosystem.

Ultimately, the launch of the mRNA-based dengue vaccine prototype is not just good news for the health sector. It is a symbol that Indonesia is beginning to dare to enter the arena of global innovation. Future success will be measured not only by whether the vaccine passes clinical trials, but also by whether Indonesia can sustain a research culture, strengthen the biotechnology industry, and ensure that the fruits of innovation can be enjoyed by the entire community.

If all of this can be realised, then history will record that Indonesia is no longer just a market for global health technology, but has become a country that creates solutions for global health problems.
